Former State Dept. Officer on Cuba Regime Change Policy: “We Don't Seem to Be Making Much Progress.”

At a hearing before the House Committee on Foreign Affairs, former Assistant Secretary of State for Democracy, Human Rights, and Labor Robert Destro said U.S. “democracy promotion” programs aimed at toppling the Cuban government haven’t brought “much progress.”

We must look at how the State Department actually operates, Former State Dept. official Robert Destro said. 

Now, spreading freedom is a laudable goal, but the hard questions is how successful has the State Department actually been? What are the outcomes?, he added.

You could ask the people of Guatemala or Venezuela or Cuba. How many years have we been working on Cuba? And we don't seem to be making much progress, Destro explained. 

There's a lot of money being spent on that. What's our return on investment? I would argue not very much. So, whatever we're doing, it's not working, he underlined.
